United Way Presents to Rotary

January 30, 2018
By: Stephen Kent

Marybeth Laisure
Rotarian Marybeth Laisure, United Way of Bay County Executive Dir/CEO, spoke to Rotary about United Way's move from a traditional to a impact model. This move recognizes the growing need for change within the organization. The plan recognizes the need to increase and sustain donor contributions and to become a community impact organization instead of a fundraising organization.

From May to December 2015 the UW of Bay County began to develop the groundwork to move toward the community impact model. They formed a collaboration with the Bay County Library System and, using the Harwood Institute for Public Innovation plan studied the process. In early 2016 a community "quick ask" survey was developed and launched online. May of 2016 saw the first of a "kitchen table" community conversation with the Library.

By listening and learning from stakeholders the UW developed and implemented strategies for positive change in the areas of health, education, and basic needs. The development of a funding approach and investment process was aligned with the changing community conditions.

The United Way community impact covered many points. Among these are
  • Being open to all 501(c)3 organizations
  • Using a two year funding cycle
  • Aligning with the new initiatives and strategies
  • Using a two phase grant application
  • Emphasize outcome measurement
  • Implement a new reporting form and scoring rubric
The allocation committee remains in place using community volunteers.

Laisure's talk was highlighted with slides and charts which addressed how outcomes are measured and the process used for both funding and for participating with the community. Effective impact still requires the participation of the community.

In response to "What can you do?", Laisure said:
  • Advocate for the United Way
  • Allow workplace campaigns in your business or organization
  • Volunteer
  • Give
