HICKNER ANNOUNCES: County Executive Cites Effective Management

Bay County Executive Thomas L. Hickner
Bay County Executive Tom Hickner today announced he will run for re-election.
"It has been my distinct privilege to serve the citizens of Bay County as their County Executive," he said. "I am running for re-election to continue to provide and improve county services for the citizens of Bay County. Together we have accomplished so much but there is still work to be done," Hickner stated.
Hickner stressed three key priorities: effective management of county government operations and finances, implementation of policies that promote community and economic development, and intergovernmental cooperation at the local, state and federal levels.
First elected in 1992, Hickner has worked continuously with Bay County's elected officials and employees to improve Bay County finances and services to Bay County residents.
"During my leadership as County Executive, our accomplishments have been significant. Since 1993, we have balanced 23 consecutive budgets which resulted in no increase in tax rates, while maintaining a healthy 'rainy day' fund. We have also expanded recreational opportunities for residents of all ages, improved the public health of young children and families by implementing innovative Public Health Department programs, supported programs and services for our older residents through the Division on Aging and advanced effective public safety."
"As Bay County Executive, I will continue focusing my efforts on job retention, expansion of existing local businesses and the attraction of new businesses to the region." Tom believes Bay County must maintain ongoing support of Bay Future and the Great Lakes Bay Regional Alliance. He will continue his involvement in implementing the Roadmap to the Future, a strategic planning effort that was led by the Bay Area Chamber of Commerce and Bay Area Community Foundation.
Hickner will also continue his focus on promoting cooperation between all local governmental entities in Bay County, commenting:
"As a result of local intergovernmental cooperation, we have successfully implemented, managed and encouraged many shared services."
Hickner also highlights his efforts to increase government transparency and accountability. "We will continue to improve our transparency with the public through our continuous investment in technology, including our county website, Facebook page, YouTube account and restructured Bay Community Television with new partnerships. My monthly e-newsletter provides ongoing information on the activities of county departments and staff. Together we have created strong roots that will produce continued growth."
Established and organized under Public Act 139 (Unified Form of County Government), the elected Bay County Executive manages twelve (12) departments, including Administrative Services, 9-1-1 Central Dispatch, Corporation Counsel, Environmental Affairs & Community Development, Equalization, Finance, Health, Housing, Juvenile Detention & Child Care Services, Personnel & Employee Relations, Public Defender and Recreation and Facilities.
Tom graduated from All Saints Central High School and Michigan State University and earned a Master's of Business Administration (MBA) degree with an emphasis on accounting from Western Michigan University.
First elected to the Michigan House of Representatives in 1982, Hickner served five (5) terms prior to being elected to his present position with Bay County. Tom married Nancy Auer Hickner in 1979. They have three children: Andrew, Mark and Anne.
