COMMUNITY TV: Planning Group Seeks Volunteer Producers for Channel

After 25 years, BAY-3-TV Being Restructured as BAY-C-TV

Bay3TV, a cooperative school/county/city TV channel started about 25 years ago to provide local government/education programming on cable television, is now called BAY-C-TV and is seeking volunteers for a new network structure sponsored by local governments and groups.

County Executive Tom Hickner said "this is a valuable resource providing transparency for governmental units and schools that we are in the process of restructuring. This is an important communication tool to keep this community relevant and connected in the Digital Age."

All governments, schools, and organizations, including churches and civic service groups, are welcome to participate and to send representatives and/or volunteers to training sessions for future production of programs that will benefit their units or groups. Also, youth camps will be scheduled for ages 12-17. A schedule of volunteer training and fees will be forthcoming, said Mr. Hickner.

Video camp volunteer produced TV shows will play on Charter, AT&T U-Verse and through YouTube online. "This way any group or governmental unit can get their message out to everyone interested in the community and, through YouTube, far beyond the local area," he said.

A Friends of BAY-C-TV volunteer group is being formed under the leadership of Jeff Doan and Mike Gwizdala, longtime sports broadcasters for the channel. They also are seeking sponsors to restore tape-delay broadcasting of football, basketball and other sports that were so well received for many years.

"We are following the lead of our friends in Midland who have hundreds of volunteers, including youth, who are involved in producing educational programs about their organizations," Mr. Hickner said. "Cameras will be made available on a free loan basis to responsible parties and help in editing the programs for the network will be provided."

Volunteers will learn studio TV production including camera operations, audio mixers and directing. Field production will be facilitated using professional cameras and video editing using a computer.

Debbie Russell, executive administrative assistant in the county executive's office, is coordinating strategic planning for the new Bay Community TV network. (BAY-C-TV).
