Annette Jeske

Annette Jeske, Region Seven Area on Aging, spoke to Rotary about her agency and how it works. Region Seven exists because of and amendment to the 1965 Older American's Act. At that time Congress said "let's make sure that older adults are provided for." The focus was on nutrition and started programs like Meals-on-Wheels. Using Rotary's 4-way test as a guide, Jeske talked about the various services of the organization.

I a person has less than $2,199 in monthly income, and keeps a house and a car, and has less than $2,000 in other assets, they may qualify for in-home assistance. Non-medical helps goes to those folks and help with things like bathing, grocery shopping and similar services. When introduced, field workers thought replacing 24/7 care and feeding in a facility would never work. Since then the program has proved to be effective and very well received. People like to stay in their own homes.

There are over 600 AAA's across America. Region 7, with it's office on Euclid in Bay City, serves a 10 county area of Mid-Michigan including Bay, Clare, Gladwin, Gratiot, Huron, Isabella, Midland, Saginaw, Sanilac and Tuscola. Some forty registered nurses and social workers, many with Masters level degrees, travel the area providing services.

The AAA considers itself a gatekeeper in many ways. Its nurses and social workers travel the 10 county area assessing the elderly. They then make contact with a network of 146 service providers from home care companies to transportation companies. The elderly person can then hire the appropriate service provider.

Annette outlined a number of other services, funding sources, and guidelines. She then answered questions from the audience.
