The whole area of Bay, Saginaw & Midland counties remind me of Brandenburg in the 18th & 19th Centuries, made up of little duchys. Each had their own laws, boundaries & taxation. You had a view on libraries from the Lions Club. Why not get a view from the Rotary Club. They can tell you how the Indianapolis Area had the same problem 30 years ago, until they united into the now large area connected by expressways.

Our area could have the same thing.
