Historic Sage Branch Library is slated to reopen soon as the library board meets Wednesday in Pinconning to ponder restoring services under a new operations levy approved by voters last Tuesday.
 

Bay County taxpayers may get an instant tax break on the just-approved library millage.

County commissioners meet Tuesday to consider amending the 2007 clerk's certificates to add a 0.9953 mill for library system operations.

The millage is proposed to be .0047 less than approved last Tuesday by county voters.

It's not much, but it is a tax break, some sharp-eyed observers noted.

The amendment is required because the board approved the assessment rolls in October pending the Nov. 6 vote on the one mill library operating request.

Because of Headlee Act restrictions, the full millage is not levied and the rollback is calculated by the equalization department, said County Treasurer Rick Brzezinski. "The total tax can only go up so much based on the taxable value."

The taxable value of the county is 3,014,158,443, including $2,752,932,681 on real property and $261,225,762 personal property, according to Brzezinski.


Total taxable value of the county rose 4.45 percent from 2006 to 2007, he said.

The additional millage will be on the winter tax bills, coming out Dec. 1.

The Headlee reduced millage pushes the total to be raised slightly below the estimated $3 million a year for library operations. The actual revenue from the tax will be $2,999,991.

Library Board Chair Don Carlyon said although he is concerned about reopening the South End Branch and hopes to do so within two years, he has other priorities such as:

  • Reopening Sage, adding hours to Wirt, Auburn and Pinconning branches and getting the bookmobile back on the road; and

  • Hiring a new library director and rehiring or replacing laid off staff.

    "Obviously, there's a lot of things we have to do first," he said.

    The following county millages to be levied on the 2007 taxable value of real and personal property, if commissioners approve, are:
  • Bay County Fixed: 5.7257;

  • Library: 0.9953;

  • Medical Care: 0.4984;

  • Senior Citizen: 0.5000;

  • Mosquito Control: 0.4478;

  • 911 Central Dispatch: 0.7000;

  • Historical Society: 0.0952;

  • Gypsy Moth Suppression Program.

    In other agenda items Tuesday, the county board will consider placing a ban on lawn fertilizer containing phosphorous for non-agricultural use, including lawns, golf courses, parks and cemeteries.

    A resolution to be considered states that such fertilizer causes "unreasonable adverse effects on the environment and public health."

    The board asserts that regulating the nutrients and contaminants in such fertilizer will "improve and maintain lake and stream water quality by reducing algae blooms and the excess growth and spread of other aquatic plants."

    The board also will consider supporting a city of Bay City resolution exempting property owned by a charitable non-profit housing organization from property taxes, subject to a hearing by local taxing units.###
