Wind turbine operations like this one promoted by Windpower Services LLC of Tustin are aimed at exploiting the state's wind potential, 14th in the nation.

Wind energy is coming to Bay City!

The first wind turbine, a 120 foot installation, will go up at the new $3 million state regional office building to be leased to the Michigan Department of Environmental Quality (MDEQ) and the Department of Labor and Economic Growth (DLEG).

As soon as construction is complete next year, motorists on Independence Bridge will see both the wind and solar collection systems, according to city sources.

The building is being constructed on a brownfield site at 1515 N. Johnson St., in the city industrial park. (See MyBayCity.com June 29, 2008, "The Green Revolution in Michigan Starting Right Here in Bay City.")

The new state office complex will consolidate other area offices and will have about 100 employees.

"The wind turbine will consist of a three-leg tripod tower with the turbine axle some 120 feet above the ground with three turbine blades each 32 feet long," according to Mike Brandow, city economic development director.

The building shell was designed to achieve very high R-values while also providing day lighting in 70 percent of the building, minimizing power usage to provide lighting.

Restrooms will have waterless urinals and automatic shutoffs to minimize water usage. All sealants, ;paint and carpeting will contain a low content of volatile organic compounds, according to Mr. Brandow.

Rain gardens will store and filter storm water and all landscaping will consist of native plant materials to minimize irrigation.

Ground was broken for the new 25,000 square foot building June 20 by Green Leedership in conjunction with Pumford Construction Co.

"The project meets the objective of the governor and the MDEQ to demonstrate the state's commitment to the environment and to Michigan's Core Communities to conduct business within efficient and sustainable facilities," reported Mr. Brandow.

Photovoltaic collectors will be mounted on piers set high enough to be vandal-proof, said the official. There will be no on-site battery storage as all power will go directly into the building and used immediately.

All excess power generated by these power systems will be fed into the Bay City Electric Department grid with reverse metering. This power will be monitored through Internet connections.

The combination of all "green" factors will elevate the building to the Platinum Level of Leed certification, state officials said.
