County to Combine Legal Defense Jobs, Post 96 Seasonal Positions

Board of Commissioners Also Plans to Eliminate 9 a.m. Meetings, Tilley Says

County Plans Consolidation of Departments
 

The elimination of one lawyer and the consolidation of the departments of Criminal Defense and Public Defender will be considered by the Personnel/Judicial Committee of the Bay County Board of Commissioners next Tuesday.

The committee, headed by Commissioner Donald J. Tilley, also will act on requests of various departments to allow the filling of 96 seasonal jobs for next summer. (The list of jobs will be posted on the county website www.co.bay.mi.us.)

Bay County's new personnel director, Tim Quinn, formerly at General Motors PowerTrain-Bay City, has recommended consolidating the two legal offices. A legal secretary should be reassigned to a six month temporary position, Quinn said.

Mr. Quinn told the commission it is inefficient to maintain two departments at the current level of work. The post of attorney Robert Hess, who retired in August, will not be filled under this proposal.

The only cost will be $500 to install a door between the offices of the two departments, he said.

If the plan is referred by the committee to the full board, a public hearing on the consolidation must be held prior to board approval, he said.

Mark Janer, chief defense attorney, reported the number of criminal defendants in 2008 dropped to 2,262 from 2,306 the previous year. Attorney fees for circuit court cases amounted to $68,715 in 2008 compared with $135,613 in 2007, according to Janer's report. District court fees amounted to $158,586 in 2008 as compared with $$94,562 in 2007.

Meanwhile, the committee also will consider ending all 9 a.m. meetings of the board and meeting only from 4 p.m. to 8 p.m. "While no meeting time can ever be convenient for all Bay County citizens, it may be especially difficult for citizens to attend meetings that begin at 9 a.m.," Tilley said.

He recommends the rules be amended to provide that regular meetings of the Board of Commissioners convene at 4 p.m. and recess/adjourn no later than 8 p.m.

Seasonal jobs to be posted include 34 mosquito control technicians, 14 pool staff members June 1-August 17; 28 golf course workers April 1 through Nov. 1; 14 summer recreational program aides June 1 through August 14; two Pinconning Park seasonal rangers and three seasonal recreation/maintenance employees May 1 through Oct. 15. ###
