The former Surgeon General of the United States who focused efforts on issues involving youth will speak here Jan. 13 at a historic regional event.

Students from Bay, Midland and Saginaw counties will receive scholarship awards at the area's first Great Lakes Bay regional Martin Luther King Jr. observance.

Former U.S. Surgeon General David Satcher, M.D., will deliver the keynote address at the premiere MLK event at Saginaw Valley State University Wednesday, Jan. 13 at 7 p.m. in the Malcolm Field Theatre for Performing Arts.

Sponsors for the event include Chemical Bank, Delta College, The Dow Chemical Company, Dow Corning, Lamar Advertising, S.C. Johnson and State Farm Insurance.

In February 1998, Dr. Satcher became only the second person in history to have simultaneously held the positions of Surgeon General and Assistant Secretary for Health when he was sworn in after appointment by President William F. Clinton. Reflecting his dual duties, he also was named a four-star Admiral in the U.S. Navy.

Dr. Satcher brought to the office a wealth of public health experience and encouraged public debate about such varied topics as mental health, bio-terrorism, sex education, AIDS, suicide, cloning and achieving a balanced community health care system.

Serving under both Democratic and Republican administrations as Surgeon General, Satcher led efforts to eliminate racial and ethnic disparities in health. He also released Surgeon General's reports on tobacco and health, mental health, suicide prevention, mental retardation, sexual health and responsible sexual behavior, youth violence prevention and a report on overweight and obesity.

Satcher served simultaneously in the positions of Surgeon General and Assistant Secretary for Health from February 1998 through January 2001 at the US Department of Health and Human Services. As such, he is the first Surgeon General to be appointed as a four-star admiral in the PHSCC, to reflect his dual offices.

Dr. Satcher released the 1998 Surgeon General's report, "Tobacco Use Among U.S. Racial/Ethnic Minority Groups." In it he reported that tobacco use was on the rise among youth in each of the country's major racial and ethnic groups threatening their long-term health.

In 2001, his office released the report, "The Call to Action to Promote Sexual Health and Responsible Sexual Behavior." The report was hailed by the chairman of the American Academy of Family Physicians as an overdue paradigm shift -- "The only way we're going to change approaches to sexual behavior and sexual activity is through school. In school, not only at the doctor's office."

Prior to serving as Surgeon General, Satcher was director of the Centers for Disease Control and President of Meharry Medical College. He is currently the director of the new National Center for Primary Care at the Morehouse School of Medicine in Atlanta.

The Jan. 13 program at SVSU also will include the presentation of regional scholarship awards. The Bay Area, Midland Area and Saginaw community foundations will present the honors to high school seniors who have embodied Martin Luther King's ideals. The following students will receive awards:

BreAna D. Allen, Saginaw Arts & Sciences Academy;
