County Commissioner Brian Elder, of the 7th District, was named chairman of the Bay County Board of Commissioners on Monday.

Elder, of Bay City, who is a candidate for the state representative seat to succeed State Rep. Jeff Mayes, is a lawyer in private practice in Auburn.


Commissioner Patrick Beson (top, left), Kawkawlin, 2nd District, who served as chairman the past year, is now vice-chairman of the board.

Commissioner Don Tilley, Essexville, (bottom,left) of the 9th District, will head the Ways & Means Committee and will act as sergeant at arms.


The commission's ways & means committee meets today at 4 p.m. and the full board meets next Tuesday, Jan. 12, at 4 p.m.

The board next week will face decisions on several knotty issues, including whether or not to close the community center pool or to retain the third animal control officer.

Another issue on the agenda is the proposal to add an eighth member to the county retirement system board, an idea opposed by Rick Dryzga, chair of the board, since an even number often poses a tie vote and may lead to requests from other county units that may want to be represented.

The county retirement system serves about 2,000 retirees and is funded at 116 percent of need. Mr. Dryzga said an actuarial study pronounced it one of the strongest systems in the state.

The board also will consider a request from Annette Rummel, acting head of the Bay and Midland convention and visitors bureaus, to support a legislative change to raise the hotel-motel tax to 5 percent from the present 2 percent.

Funds from the tax would be processed by the county treasurer's office and the treasurer would retain a collection fee.

With Saginaw County, that already assesses a 5 percent hotel-motel tax netting about $2.2 million a year, an estimated total of $4 million a year would be raised. Three-quarters of that amount would go toward promotion of the Great Lakes Bay Region through the regional alliance headed by Dr. John Lore. The remaining balance would go to support the individual c-v bureaus.
