Center Avenue Sewer Costs Less Than Half the Estimates, City Manager Says

City Gets $40,000 Grant, Moves Ahead with Wayfinding Signage Project

Special Assessment notices for the Center Avenue Sewer Project are being sent out this week, according to City Manager Robert V. Belleman, who commented:

"The property owners should be happy since the cost is less than half of the original estimate!"

A Public Hearing will be held to finalize the assessment roll on June 7th. City Commissioners will hear any disputes and/or make any adjustments they feel are warranted.

Dennis Carrier, Senior Appraiser, has retired from his position after nearly 24 years of service to the City of Bay City.

"His wealth of knowledge, and his patience and understanding with our customers, will be sorely missed," said the manager. "His presence was a great asset to this Department, and the City, making his departure a sad one. However, we all wish him the best of luck and a happy and prosperous retirement."

The manager and members of the assessor's staff attended a class on "Green" building. "We learned about the different ways a building can be considered "Green", and how LEED certification is judged, as well as the differences in costs for this type of construction versus traditional home building."

The class included a field trip to see the largest, self-sustainable, underground house (near Mt. Pleasant) before it was covered with dirt.

The manager has met again with Kurt Brauer, from the law firm of Warner Norcross & Judd, regarding the General Motors and and Wenonah Park Properties (DoubleTree hotel) tax appeals.

The manager feels both parties are close to settlement.

Meanwhile, the city has been notified by the Michigan Economic Development Corporation (MEDC) that it had been awarded a $40,000 Downtown Urban Revitalization 3.0 Grant which will be used to increase the success of the City's Wayfinding Signage Program.

Under the leadership of Patti Stowell, Economic Development Marketing Specialist, has successfully obtained funding for a Wayfinding Signage Program from the National Scenic Byways Grant, the Bay City Noon Rotary Club, and the Downtown Development Authority, the manager noted.

Wayfinding-direction for people in motion, incorporates branding, signs, maps, and directional devices that tell us where we are, where we want to go, and how to get there.

Partners involved in the Wayfinding Signage Program include the City, Downtown Management Board, Downtown Development Authority, Center Avenue Heritage Route Trust, MDOT, and the Bay City Noon Rotary Club.

On June 15, 2009, the City Commission authorized the hiring of Corbin Design of Traverse City to assist with the development of a comprehensive signage program.

"The comprehensive signage program is a system that addresses the needs of visitors and residents in providing clear direction to points of interest throughout the community," said the manager.

"For Bay City to continue its successful tourism-related business, a wayfinding signage program is essential in identifying key assets and points of interest."
