      The Michigan Political Leadership Program (MPLP) at Michigan State University is looking to for 24 fully-paid leadership training fellowships.

      Meanwhile, the first of three new online courses in homeland security begins Aug. 30 (details below).

      Applicants for the MPLP fellowships are encouraged from any Michigan resident who has demonstrated a commitment to effective, responsible public policy and is planning to further that commitment.


      Annually,a diverse group of twenty-four individuals are awarded the opportunity to participate in a hands-on curriculum that incorporates personal leadership development, public policy process and analysis, effective governance, and practical politics.

      Over the course of the ten-month program, Fellows participate in team and coalition-building activities to foster communication and the exchange of ideas.

            Practical skills training is emphasized. MPLP faculty are comprised of elected officials, political activists, university professors, labor, media and business professionals from across Michigan.

      A unique concept not only in Michigan but also nationally, this ten-month weekend program incorporates practical politics, public policy analysis and process, personal leadership development, and effective governance.

      Since its 1992 inception, nearly 300 MPLP graduates, including Juliann Trudell of Bay City in 2001, have put the skills and relationships acquired through the program to work in their communities as candidates for office, as government officials, or as citizen activists.

      "The MPLP program is a fabulous program for anyone considering a life a public service, whether as an elected official or employee of a government entity," states Juli Trudell of Bay City. "It is for people of any age, race, or political beliefs. The program covers everything from ethics, to campaigns, to what to once you are elected.       MPLP is administered by and the Institute for Public Policy and Social Research (IPPSR), guided by an Advisory Board, and directed by James G. Agee and Anne M. Mervenne. It is a non-profit entity, supported by the MSU Office of the Provost, College of Social Science and IPPSR. Significant grant funding comes from the W.K. Kellogg Foundation of Battle Creek, Michigan and the Herbert H. and Grace A. Dow Foundation of Midland, Michigan. Contributions from Michigan associations, corporations, labor organizations, MPLP alumni, and individuals are also instrumental in supporting this program which is aimed at improving political, governmental, and volunteer leadership in Michigan.

      The program is headed by James Agee, former Muskegon educator, state representative from 1992-98 and Democratic nominee for lieutenant governor in 1998, and Anne Mervenne, former member of the Ingham County Board of Commissioners, special advisor to Gov. John Engler and Mrs. Engler and liaison to the White House and federal cabinet.

      The first of three new online courses in homeland security for practitioners and others interested in updating their skills, "Foundations of Homeland Security" - is part of a new online Certificate in Homeland Security Studies offered by the MSU School of Criminal Justice.

      "The course is designed to provide both traditional students and professionals working in the field with a comprehensive introduction to the major issues essential for understanding homeland security and its foundation in all-hazard emergency management," said Phil Schertzing, director of the Global Community Security Institute and an instructor in the MSU School of Criminal Justice.

      The first class begins Aug. 30 with an overview of the historical evolution of homeland security and its relationship with the established emergency management system. The 15-week class also will explore the role of public health, environmental protection and the private sector in homeland security.

      Other topics include the U.S. Patriot Act and the challenge of balancing security with civil liberties; cyberterrorism and cybersecurity; the role of the private sector in protecting communities; and emerging trends in homeland security.

      Participants can apply class credit toward a degree program at MSU or at another institution, or toward a Certificatein Homeland Security Studies offered by the MSU School of Criminal Justice.
