The DDA is governed by a Board of Directors consisting of the Mayor, 12 other members appointed by the Mayor and approved by the City Commission (at least 5 having an interest in downtown property), and one member who is a resident.
The DDA receives funding from a tax assessment of up to 2 mills on property within the DDA's defined area, parking lot permits and fines, tax increment financing (TIF), and grants and donations.
A TIF was defined for the area from 5th Street north to the bridge including Water Street and Saginaw Street, with some extensions and exceptions. A development plan was developed for this area including public improvements, planning and design; parking and public area creation and beautification; a downtown parking study; sidewalk, parking lot and street improvements; Waterfall Park; Wenonah Park improvements; and alley improvements.
The Downtown Management Board (DMB) was established by Act 120 of 1961 "to authorize the development of principal shopping districts and business improvement districts..." and to "foster promotion, parking, operation, maintenance, physical improvements and security in Downtown Bay City."
The DMB board, appointed by the Mayor, is composed of owners and/or operators of downtown businesses plus one downtown resident and one representative of the City.
The DMB incorporates a much larger area from the new YMCA north to the Liberty Bridge and stair stepping out to Madison. A "core area" is defined for the downtown business district.
Funding is provided by a 7 mill tax in the core area and a 2 mill tax in the general area, plus grants and donations.
A Strategic plan was developed to identify what customer, visitors and businesses are looking for in downtown then build a stronger image and brand then market Downtown as a destination and develop a visitation strategy.
The DMB invests heavily in marketing the area with brochures, a website, special events, advertising, exhibits at expos, and now social networking opportunities.
Numerous events are organized and promoted on the downtownbaycity.com web site.

Thanks to everyone who completed the Member Survey. The drawing for the Doubletree gift certificate will be held at the meeting on April 5.
Community Grant applications are closed. The committee will meet in the next few weeks to award grants. See the Community Grants Page for details.
Rotary is accepting donations toward Japanese earthquake and tsunami relief. The district has pledged $4,000 to the fund.
The GSE team from Greece are in the district now. The Sebewaing and Pigeon clubs will host a lunch reception at the Stein Haus in Bay City on April 10. The Bijou Orchestra will present a concert following the lunch at 2:00 Everyone is invited. RSVP to KristinBearden@gmail.com by April 1 if you plan to attend.
The OUTBOUND GSE team to Greece needs a Rotarian leader. All expenses are paid. It's a great opportunity. See Bob Chadwick if you're interested.
The annual club Golf Outing has been scheduled for June 27. The Helicopter Golf Ball Drop will again be featured. The committee will meet following the regular meeting on April 5.
The Youth Study Exchange committee is planning for our incoming student and is looking for three host families. Each will take our student for 3½ months. Contact Brenda Rowley for more information.
The Concert for Rotary is Friday, May 6. Tickets are available. The committee is again selling ads for the program. See Andrea Hales for details.
