David C. Ruhland, new Chicago Public Schools director of Employee Engagement.
David C. Ruhland, 59, former human resources director of the Bay City Public Schools, has taken a new job in Chicago where his first duties involve layoffs of 500 employees and closing 49 schools.
As the new director of employee engagement of the Chicago Public Schools, Ruhland has taken on a workforce for a district nearly 34 times larger than the 12,000 students he had at Farmington, Michigan.
Ruhland, for 11 years Farmington Public Schools' Associate Superintendent of Administrative Support Services, now is in top management with Chicago, the third largest school district in the United States. His new title is Director of Employee Engagement (Labor Relations).
He is an attorney, a 1985 graduate of Cooley Law School, Lansing, who ran unsuccessfully for Bay County probate judge before taking the school post here in 1995 under former Supt. Joe E. Gonzales.
Mr. Ruhland was in practice for 10 years with the Bay City law firm of Darbee & Bosco and was human resources director at the Oakland Schools 1999-2002 after his four-year stint at the Bay City Public Schools.
Chicago Public Schools has 404,151 students, 681 schools and 41,498 employees.
"I have had a desire to make an impact on a large, urban school district with the challenges that it presents and have always wanted to live in downtown Chicago. This position will help to fulfill both of these dreams," stated Ruhland.
As Associate Superintendent, Ruhland oversaw the following departments: Business Services, Facilities, Human Resources, Information Technology, and Transportation.
Mr. Ruhland began work in Chicago July 8 as the district was in the process closing of 49 elementary schools and laying off of 500 teachers.
"David has been a tremendous asset to Farmington Public Schools. His expansive knowledge and experience in human resources and labor relations coupled with his knowledge of the law has helped to move our District forward over the past 11 years," said Superintendent Susan Zurvalec. "He will be difficult to replace, so I will take time to review how we will go about filling this leadership position."
