About 300 Jobs Seen Result of Pending Tax Sharing Agreement at Tech Park

"Pending sale" notices have been posted for 52 acres of property that may be incorporated into the Valley Center Technology Park, paving the way for business development and about 300 jobs initially.

Reports are that Monitor Township and the Bay County Commission, through Commissioner Brian Elder, chairman of the ways and means committee, are close to agreement with the Monitor DDA and park management on a tax sharing agreement.

The agreement reportedly will allow more property taxes from the existing 20 industries in the park to flow through to the county, schools, township and other governmental entities.

A gradual tax sharing agreement would be put in place for the expanded area of the park, located to the east of MacDonald's restaurant. A regional distribution center and other enterprises reportedly are planning to build in the expanded park.

Plans to add another 200 acres to the south end of the park are reportedly on hold while the small addition plan proceeds.

A developer is interested in handling the expansion and would invest up to $1 million in roads, sewers and other infrastructure, to be repaid over several years from "captured" tax revenues.


For several years expansion of the tech park has been held up as negotiations continued. Commissioner Elder has been heading negotiations for the county as well as in his post as vice president of Bay Future, Inc., public-private economic development group.

Insiders expectthat such an important economic development coup may give Commissioner Elder the political momentum to be the new chairman of the County Commission, succeeding current Chairman Eugene Gwizdala.

In only a year in office, Elder has established areputation as a hard bargainer who has seized key posts and power faster than any local politico in memory. He is a native of Flint and is an attorney with Learman Peters Sarow and McQuillen, PLC, Bay City.###
