From Detroit to Marquette, Grand Rapids to Alpena, and all points in between, Michigan employers literally have tens-of-thousands of job openings waiting to be filled, according to Michigan Works!

The State of Michigan reportedly has as many as 10,000 employees eligible to retire, and is preparing now to fill those positions.

General Motors is said to have openings for 650 workers in Detroit and another 300 in Wyoming, Michigan.

Some 22 percent of the current 48,000 Michigan state employees, are eligible to retire. The openings are a result of a large group of new hires made 25 years ago.

Some state employees are eligible to retire after 25 years of service, according to the state civil service commission.

Among openings are positions in information technology, nursing, dental, accounting, state police, the state Department of Natural Resource (DNR) and in corrections.

The state reportedly has an immediate need for 1,000 corrections personnel in the prisons.

Some of the new energy in the job market doubtless is due to The Workforce Innovation and Opportunity Act (WIOA), signed by President Obama on July 22, 2014 -- the first major reform to federal job training programs in more than 15 years.

WIOA is designed to improve the coordination of federal employment and training services, strengthen collaboration with state and local partners, and provide Americans with increased access to training, education and support to succeed in jobs and careers.

"We are embarking on a fundamental transformation in the way we prepare people for the careers of today and tomorrow," said U.S. Secretary of Labor Thomas E. Perez.

"More than ever before, we're taking a job-driven approach and making sure training programs connect businesses that want to grow with workers who want to punch their ticket to the middle class."

"WIOA will provide the opportunities for workers and learners to obtain the foundation skills necessary for 21st century jobs and foster a modern workforce that can compete in a global economy," said U.S. Secretary of Education Arne Duncan.

"It makes key improvements in the nation's workforce development and education system, by emphasizing the creation of career pathway programs, improved training, and streamlined service delivery to individuals -- especially for under-served youth and adults."

The proposed regulations are designed to: update and improve federal workforce programs that serve workers, job seekers, and employers; strengthen accountability and transparency; increase access to learning tools such as apprenticeships; improve relationships with employers and foster more cohesive planning within economic regions.

The proposed rules would also improve access to education and workforce services for individuals with significant barriers to employment -- veterans, individuals with disabilities, disconnected youth, and other vulnerable populations -- to help them find good work.

Governor Snyder has announced that he will be doubling the state's investment in the Skilled Trades Training Fund (STTF) to $20 million.

"This brings very welcome news to economic and talent development leaders across Michigan," said Luann Dunsford, Chief Executive Officer of the Michigan Works! Association.

"The Skilled Trades Training Fund is a solid investment that builds customized, demand-driven solutions for business growth in every community and region of our state. It is one of the best tools we have for helping connect the state's talented workers with the additional training they need to be successful."

"The members of the Michigan Works! Association and all of our local, frontline partners from both the public and private sectors are eager to work with the administration to help fully leverage the opportunities provided by STTF during the coming fiscal year."
