Bay County to Consider Two Tax Breaks for $2.7 Million Industrial Expansion

Industrial facilities tax exemption requests totaling $2.7 million will be reviewed Tuesday by the Bay County Board of Commissioners.
The industrial job base in Bay County is gaining strength is at least two areas.
Industrial facilities tax exemption requests totaling $2.7 million will be reviewed Tuesday by the Bay County Board of Commissioners.
First is by Carbone of America Ultra Carbon Division, 900 Harrison St., for construction of three new buildings for coatings, staging, warehouse and furnace room. The total cost of the proposed project is $2.2 million, according to Carbone of America CEO Bernard Monsalvage of Boonton, New Jersey.
Carbone does not estimate any added employment but notes that the project is part of ongoing expansion to meet demand for its products. Carbone is part of a French corporation that is a world leader in several industry categories, some related to the production of solar energy equipment.
Completion date for the buildings is listed as April 13.
Shelti, Inc., of 333 Morton St., through its CEO Randy Eigner seeks a tax break on a proposed $500,000 expansion project that aims to add 56 jobs over three years, according to the application.
Shelti proposes to add woodworking, assembly and material handling equipment at its factory that makes pool, hockey and soccer games and electronic dart boards.
Shelti plans to spend about $50,000 in building remodeling and to acquire equipment originally valued at $1.7 million for about $500,000 for its expansion project.
Another request to be reviewed by the board involves Jandy, Inc., (Ideal Party Store) that seeks an obsolete property designation tax break for its plans to remodel the former Salzburg Pharmacy.
The proposed $200,000 project would provide remodeled retail space on the first floor and 2-3 apartments on the second floor of a building at 401 Salzburg. Two phases are proposed, each totaling $100,000, according to the application by Jay Crete.
In other action, the commission will select three members for the Bay-Arenac Behavioral Health Authority from five candidates, Commissioner Ernie Krygier, Matthew Arnold, William Powell, Karen Karbowski and Hannu Tiitola.
Commissioner Brian Elder, chair of the Ways and Means Committee, will recommend a series of highway projects to state and national legislators for inclusion in the federal stimulus package.
Among improvements to be recommended:
Widen and improve M-84 from Saginaw County to Euclid and Salzburg to the bridge in Bay City;
New interchange at Mackinaw Road and US-10;
Widen and improve Mackinaw Road to Delta College;
New interchange on Garfield Road and US-10 and widen and improve Garfield to the new MBS Airport terminal;
Resurface and widen I-75 from Wilder Road to the Arenac County line; and
Make M-138 (Tuscola Road) an all season road in Bay and Tuscola counties.
