City Launches Big Projects: RiversEdge Cleanup, RR Crossing, Street Repairs

$1 Million Revolving Loan Fund Aimed at Brownfield Environmental Sites

Environmental cleanup of the Uptown at RiversEdge site will be funded by a Brownfield revolving loan fund grant of $1 million recently received from the Environmental Protection Agency.
 

Spring is sprung and the City of Bay City has received about $2.9 million in federal funds for local improvement projects now getting started.

Environmental cleanup of the Uptown at RiversEdge site will be funded by a Brownfield revolving loan fund grant of $1 million recently received from the Environmental Protection Agency. The funds will be used to create a revolving fund for the cleanup of hazardous waste and petroleum based contamination on targeted sites within the City, such as the Uptown at Rivers Edge property. Cleanup funds for various sites can be repaid to the fund utilizing tax increment revenues generated from the redeveloped properties, said City Manager Robert V. Belleman.

The City must submit a program work plan to the EPA in the coming weeks and once approved, the EPA will send a cooperative agreement regarding the use of the funds to the City for final execution, said the manager.

Work is slated to begin this week by Tony Angelo Cement Construction Company for the Wilder Road/Truman Parkway/Woodside Avenue/Marquette Avenue Concrete Slab/Joint Repair Project. The work being performed is a joint project between the City of Bay City and the Bay County Road Commission.

Schedules were discussed and the proposed project will be to restore the joints in the following sequence:

Phase I - install the joints on Truman Parkway between Independence Bridge and Woodside Avenue, install the joints on Woodside Avenue from Truman Parkway to McEwan Street and install the new traffic signal at the intersection of Truman Parkway and Woodside Avenue.

Phase II - Install the joints on Marquette Avenue from Truman Parkway west to Transit Street.

Phase III - Install the joints on Wilder Road from Patterson west to I-75.

The schedule may be altered as needed to coincide with the closure of the Huron & Eastern Railroad crossing on Wilder Road between Euclid and Henry Streets.

The Huron & Eastern Railroad will be reconstructing this crossing and the contractor may shift the work to this area to coincide with the railroad work. Until the railroad crossing repair dates are known the general plan is to start the work on Phase I and progress to Phase II and then Phase III.

The as-bid construction cost for this project is $1,495,972. The engineers estimate was $1,826,131. The low bid was 18.08 percent below the engineer's estimate. The project is being funded using ARRA Funds better known as American Recovery Reinvestment Act or Stimulus Funds.

Work will soon resume with the CDBG-R (Community Development Block Grant) street repairs. The work is anticipated to begin this week. Streets will be repaired until the funds are exhausted.

The first three streets to be repaired will be 19th Street from Sherman to Sheridan, Sherman Street from 14th to 15th and 19th Street from Hampton to Johnson.

Future streets will be selected depending on the remaining funds. The contract approved by the Commission on June 1, 2009 to perform this work was for $387,207.

To date, two streets were repaired using $69,602.70 of the $387,207 available. The balance of the contract is $317,604. This work is being funded by Community Development Block Grant Recovery (CDBGR) stimulus funds.

Traffic counts are underway for the 2010 season. Work will continue throughout the summer months and completion will be in the fall of 2010.

The Engineering Department is preparing to go out to bid for the 2010/2011 Sidewalk Program and the Miscellaneous Concrete Program.

Engineering continues to work on closing out the Harrison Street Project and the Marquette Connector Project.

All of the audits and reviews for the Henry Street Project from North Union to Wilder Road have been completed. The project has been closed out through MDOT?s Field Manager Program.

Hampton Township will be installing a new lift station and force main. It is our current understanding that traffic on Trumbull south of Columbus will be affected for up to 75 days. A meeting will be scheduled to discuss the traffic impacts and possible detour/road closures.
