Bay City commissioners meet Monday night to consider a resolution by the Fifth Ward's Jim Irving rescinding a ban on Sunday morning liquor, beer and wine sales.

Since the ban was adopted (December 6, 2010), "Several establishments have contacted myself and other city commissioners to reconsider the sale of beer and wine, spirits and mixed spirits, on Sunday morning," Mr. Irving wrote.

The commission adopted the Sunday ban between the hours of 7 a.m. and noon after the state legislature passed a bill providing that local communities might allow such sales Sunday mornings.

The original adopted resolution stated that the Sunday sales were "contrary to the health safety, welfare, quiet and comfort of the inhabitants of the City of Bay City."

A request from Don Lotter, of the Legion Building Corporation of Caro(part of AMVETS) to create an Obsolete Property Rehabilitation District and a 12 year tax exemption at 1517 N. Henry (Moose Lodge District No. 37). The organization proposes to spend about $450,000 to renovate the building for bingos, seminars, meetings and rentals for weddings, showers and other public events.

The commission also will consider expansion of the Midland Street Historic District and the Local Historic District Designation by adding 18 square blocks to the existing district.

Dr. Steven J. Ingersoll's Front Porch Renaissance Group has contributed $8,000 toward the local match. The group is proposing to renovate the Swart Block, a row of dilapidated structures on South Linn Street.

City Planner Jim Bedell said the city is applying for a grant of $12,000 under the National Historic Preservation Act to make the total cost of $20,000 for a consultant to assist staff and volunteers to complete a National Register District nomination and a study report.

"This effort is being pursued to offer economic incentives in the form of federal and state income tax credits to businesses and homeowners who make repairs to their properties," said Mr. Bedell.

Another grant, in the amount of $30,000, will be sought for restoration of lighting in the commission chambers in City Hall, said Mr. Bedell.

Commissioners also will get an update on the Uptown at RiversEdge project from the board of directors of the project.

The commission also will consider several amendments to update and improve the zoning ordinance for solar energy and to allow tap/tasting rooms and food service in breweries in industrial areas.
