911 Director Speaks To Rotary

Chris Izworski, 9-1-1 Director for Bay County, spoke to Rotary about the 911 phone system in the local area.

Founded in 1986, 9-1-1 has served the Community for 32 years. With 23 operators and 3 administrators, the service average over 150,000 calls a year.

9-1-1, along with telecommunications in general, has seen a tremendous evolution in recent years. When the service was founded, many people had one phone in their homes and that was it. If they saw an accident on the highway they would have to find an exit and search for a phone. Today almost everyone has an advanced smartphone in their pockets. Where it once may have taken 10 or more minutes to hear about that accident, today 9-1-1 gets the call almost immediately.

Besides the advances in communications, 9-1-1 faces a number of challenges. One of the top items is simply costs; this is an expensive service! Just keeping up with technology can have a cost few people want to face. Most funding comes from a millage. A small amount of money comes from the state. The 9-1-1 assessment on your cell phone bill goes to the state, not to the local service.

Another major issue is staffing, recruitment, and retention. Much of the training is done on site by supervisors and accuracy and professional service are stressed. Typically a 9-1-1 operator may last two years before burning out. It can be a high-stress job.

Advancing technology promises many new features. At some point, you may send a "text" rather than just call. Pictures, video, VoIP, and data management tools are all either being implemented or coming soon.

Many people think that, especially with cell phones, 9-1-1 knows exactly where a call originates. In fact, that's not the case. For cell phones, the service will try to triangulate on towers, but that only gets an area. "UBER can deliver a ride to you anywhere. We're lucky to get within 100 yards". If you're in a high rise building, the service might be able to identify that building, but not the floor.

The laws prevent 9-1-1 from getting complete data from your phone. The exception is that you can sign up for "Smart 9-1-1" on your phone. Izworski encouraged everyone to take their phone and go to SMART911.com and sign up today. With that in place, 9-1-1 can get the best location data possible as well as other important tips and instructions you may want to store.

Rotary membership is by invitation of local clubs. At a recent meeting, the Bay City Noon Rotary membership gathered around tables for a brainstorming session to discuss potential new members.

The Membership Committee, after reviewing the names and removing duplicates, developed a consolidated list of prospects. That list was presented in subsequent weeks and members were asked to review the names and identify prospects that they could invite to a meeting during May, the club's membership month.

By the time you read this, the Mitten State Music Revival is either TONIGHT, or it's already happened. With $10 tickets, this is one of the best entertainment opportunities of the year. Rotary, along with the Friends of the Historic Masonic Temple are taking over the historic temple on Madison and Center in downtown Bay City. They will present some 20 musical groups in four rooms of the building. Having been mentioned on Public Radio numerous times, and announced to Rotary, and with the backing of Facebook and local organizations, a large attendance is anticipated. A full report will be made next week.

Tim Holsworth chairman of the Golf Outing reminded every one of the new plan for this year's outing. Each team will be able to select a non-profit organization from a list. At the end of the outing, one name will be drawn from a pot. That organization will receive $1000 to use as they see fit.

The important twist is that every team gets to submit a name. If 10 teams select the same organization it means that that name will go in the pot 10 times. The more times the name is in the pot, the better the chance they will win!

A list was given out with the names of 26 non-profits. Members are encouraged to talk to these organizations and tell them to enter a team and support the outing. If they're lucky they could win the $1,000!

Frank Janca, chair of the Social Committee, announced that the next social will be at the Saginaw Bay Yacht Club on May 30 from 5:15 to 7:30. Hor d'oeuvres and a cash bar will be featured.

It might be noted that Mark Jaffee, who has been a member for about 55 years, "lost his virginity" by winning the day's 50/50 for the first time! Brian Campbell, who was sitting beside Mark quipped "I've never seen a guy lose his virginity."

During Happy Bucks Griff Acker gave a buck for Ralph Knopp saying that Ralph got a turkey while hunting last week. During Hard Luck Bucks, Griff said: "I never heard a gobble".

Next summer's International Convention will be in Toronto, an easy trip for many of us. Be sure you sign up with her to attend this life-changing Rotary experience. The fee for that event will go up by $80 on the first of April. If you plan to go the time to make your reservation is now.
