Housing Studay Update Topic Of Rotary Program

Steve King, Community Development Director for the city, gave an update on the recently completed Housing Study that was commissioned by the city. The study looked at the past, present and future of the city with the objective of continuing to aggressively address unmet housing needs within the city limits.

Not surprisingly, the study indicated that Bay City's housing market has been in a state of decline since the early 1960's. There are many positives, including development along the riverfront and downtown plus the historic character of a great deal of housing and neighborhoods. But there are also many challenges.

Of the challenges, the fact is that the current supply of housing does not align with the demands of the age. There is a need to improve the aesthetics of the city. Adding difficulty is the sense that declining values cause declining investment. Among the solutions is the need to preserve the strongest neighborhoods while attacking blight with precision.

The study assessed all neighborhoods and assigned scores to the housing stock. A color-coded map pointed out those neighborhoods needing work, those in trouble, and those with the most potential. Historical and visible areas were recommended for emphasis. The large historic district on Center Avenue alone has 944 properties.

New products that speak well of the area include properties like the landmark Crapo building now being restored and renamed The Legacy. Breakers Cove is in its second phase of construction. The city has invested in infrastructures such as Midland Street, sidewalks, and other projects.

King talked about the City's strategy which includes new rental housing license system to encourage improvement in the rental stock. The city's fight against blight is working through the courts where over 50 cases were tried in the last 12 months with a 100% success rate. A MSHDA grant of $250,000 will result in 23 structures coming down in 2017-18.

Improving the city is not an easy or quick job. It is anticipated to take at least 15 years, but the city is working now and will just "keep plugging away."

Chris Girard
Chris Girard talked about the Running Dead Zombie Run held last weekend on the Middle Grounds and the Sugar Trails. The event saw a great turnout of runners and volunteers.

"Face the FX", the theatrical makeup group run by the Friend of the Historic Masonic Temple, was on-hand to add that special zombie face for runners.

Runners received medals and prizes. The weather cooperated to lend a dark, damp and spooky look to the woods that are home to the Sugar Trail. All in all, it was a successful event.

The club welcomes Whitney VanDenBoom who was inducted by Jim Griffiths as our newest member. Be sure to say hi to Whitney at upcoming meetings.

The club held a fall Rotary Social event last Wednesday at the VNO Warehouse on Bay City's Westside. Members of the morning club joined Noon Rotarians and their guests for wine tasting, hors-d'oeuvres and good fellowship.

Anne Trahan talked about the campaign to collect $1,000 to purchase one Shelterbox in the club's name. The collection will run just two weeks. If you haven't contributed, consider joining the cause at the next meeting.

Cindy Chadwick continues to take sign-ups for the Foundation Gala in Frankenmuth scheduled for November 17.

Next summer's International Convention will be in Toronto, an easy trip for many of us. Be sure you sign up with her if you can make this life-changing Rotary experience.
