Pinconning DDA Requests Five Year Extension

DDA Board Recommendations To Be Presented At Public Meeting April 20th!

The City of Pinconning Downtown Development Authority has created a development area project activity plan for a five year extension of DDA authority.

This development area project activities list embraces the same boundaries as the DDA district. The planned activities are not in any order of priority.

MAINTAIN STREETSCAPE PLAN & BEAUTIFICATION PROGRAM

A consistent streetscape plan with appropriate signing and business clean up thru out the district will encourage greater tourism activity for the area. Certain carefully selected and placed streetscape improvements such as sidewalks, lighting, seasonal decorations, trash receptacles, benches, plantings, maintenance of plants & sidewalks, signage (directional, informational and gateway), business district gateway & point of entry development, façade theme development and kiosks placements can serve to enhance the overall appearance of the district and properly direct traffic to the business centers within the district. Streetscape improvements are to follow and complement the current design and façade themes in place for the Mable and Kaiser Street business district corridors.

PUBLIC WORKS PROGRAM

Assist the City of Pinconning with Long Range Planning, Capital Improvement Projects and Public Works Maintenance programs that will enhance the DDA District. This program to include but not limited to cooperative engineering studies, street improvements, curb and gutter improvements, sidewalks construction and maintenance, lighting, sanitary and water line improvements, etc. The DDA will in cooperation with The City of Pinconning use funds and apply for grants as necessary, as the opportunities arise to perform such public works program improvements.

CURRENT OBLIGATION FUNDING

Continue to fund any current obligation(s) that the DDA has incurred.

PROMOTE COMMERCE IN PINCONNING CAMPAIGN

Organize in cooperation with local Chamber of Commerce's a campaign that will encourage commerce growth in the Pinconning area. Campaign to include but not limited to cooperative advertising & buy local campaign efforts and web site development and maintenance for The City of Pinconning and it's trading area. This campaign is encouraged to attract business investment and commerce to our city center.

PINCONNING COMMUNITY CENTER AND RECREATION PROGRAM

Maintain and operate the PINCONNING COMMUNITY CENTER as the public use center currently operated by the DDA. This center is the Key building within the City of Pinconning recreation Park known as "Doc Litchfield Park" which includes baseball, softball and soccer fields, tennis courts, playscape playground and pavilion/restroom facilities. This center is a public use facility and emergency shelter and offers space for recreation and meetings for the community. This program is intended to promote recreation at this city site and encourage future improvements to the center and the park to include but not limited to, enhancement in handicap accessibility, restroom improvements, park path development, parking lot maintenance and improvements, lighting improvements, new structure development, etc.

DEVELOP AREA WIDE RECREATION COUNCIL

Formation of such a group would insure that all benefiting parties of our recreation facilities as well as the school system have a role in these facilities and activity programs.

ORGANIZE A NON PROFIT COMMUNITY DEVELOPMENT OR ECONOMIC DEVELOPMENT CORPORATION TO ASSIST IN SMALL BUSINESS ORGANIZATION AND BUILDING REHABILITATION.

This entity is essential to encourage business and housing growth and investment in the City of Pinconning by providing funding (private and public) to new and existing businesses and housing developments that will meet the corporation to be established criteria.

LAND ACQUISITION

Land acquisition within the district by the DDA and/or in cooperation with public and private entities to include but not limited to, revitalization of blighted facilities, assist in the development of new and existing private and public facilities, public parking enhancements, pocket park developments, etc., as opportunities arise.

ADULT & SENIOR RESIDENTIAL COMMUNITY DEVELOPMENT PROGRAM

This program will assist in the development of such adult and senior residential facilities to include but not limited to, general housing projects, adult foster care and day care facilities, assisted living facilities, basic and skilled care facilities, etc. The program will cooperate & assist public and private entities in such developments as the opportunities arise.

CONSULTANT COORDINATE

As strategic opportunities arise for the City, and where expert input and plan development is necessary, the DDA shall have the sole authority to hire such experts to assist in any program development, organization and implementation.

ESTIMATED PROCEEDS PER YEAR THROUGH THE FIVE YEAR EXTENSION:

$37,000.00 ($32,500 FROM THE CITY & $4,500 FROM DELTA COLLEGE) WITH OUT COUNTY CONTRIBUTION, AND $61,000.00 WITH COUNTY CONTRIBUTION. COUNTY CURRENT CONTRIBUTION IS $24,000 PER YEAR.

There will be a public meeting with City Council on Monday, April 20th at 7p.m. at City Hall in Pinconning. The DDA will be presenting to council their DDA Board recommendations to extend the life of the City DDA, set to expire on April 4th, 2010, for an additional five years.

"We must update our strategic plan, which is our "development plan". It is the desire of our Board of Directors to extend the DDA life another five years as we have accomplished so much for our city since the DDA was organized on April 4th in 1990," said Chairperson of the City of Pinconning DDA, Brian Saha.

The original City of Pinconning Downtown Development Authority Life Extension Request, provided to MyBayCity.com by Mr. Saha, was presented on December 15th is as follows:

1. THE BOUNDARIES FOR THE DDA DISTRICT WERE AUTHORIZED BY PASSAGE OF ORDINANCE NO. 6, BY CITY COUNCIL ON 11-1-1989. THIS ESTABLISHED THE DDA DISTRICT BY MAYOR-DERYL ADCOCK/CLERK KAREN WATERMAN/ CITY MANAGER NORM LAPORTE. THE DDA DISTRICT WAS EXPANDED BY COUNCIL AMENDMENT ON 6-30-1997 TO INCLUDE NEWLY CONSTRUCTED MEDICAL CLINIC ON M-13, NORTH CITY LIMITS.

2. THE DDA "DEVELOPMENT AREA PLAN" WAS PASSED BY COUNCIL ON 4-4-1990 BY ORDINANCE NO. 7, WHICH ESTABLISHED THE DDA?S LONG RANGE PLAN OF OBJECTIVES TO ACCOMPLISH WITH TAX INCREMENT FINANCING FUNDS AUTHORIZED BY COUNCIL TO COLLECT BEGINNING WITH THE AUGUST 1990 TAX BILLING.

3. THE DDA "TAX INCREMENT FINANCING PLAN" WAS PASSED BY COUNCIL ON 4-4- 1990, WHICH AUTHORIZED COLLECTION OF TAX PROCEEDS FROM CITY, COUNTY, SCHOOL AND DELTA COLLEGE MILLAGES FROM REAL PROPERTY VALUATION OF $4,485,750.00 FOR THE BASE YEAR OF 1988, ON COMMERCIAL PROPERTIES WITHIN THE CITY OF PINCONNING DISTRICT. OUR FIRST "TIFA" PROCEEDS WERE COLLECTED IN AUGUST OF 1990 IN THE AMOUNT OF $5,731.32. CURRENTLY, THE REAL PROPERTY VALUATION BASE HAS APPRECIATED TO $6,715,327.00, WHICH WE COLLECTED ON THE DIFFERENCE OF $2,229,577.00 MULTIPLIED BY THE TAXING UNIT MILLAGES WHICH WE ARE AUTHORIZED TO COLLECT (CITY, COUNTY, AND DELTA MILLAGES) AND AMOUNTS TO $61,380.62 FOR THIS FISCAL YEAR OF 2008/09

4. THE LIFE OF THE CITY OF PINCONNING DDA IS 20 YEARS BY ORDINANCE AND BY LEGAL OPINION WILL EXPIRE ON 4-4-2010, WHICH IS BASED ON THE DATE THAT CITY COUNCIL AUTHORIZED THE DEVELOPMENT PLAN AND TAX INCREMENT FINANCING PLAN ON 4-4-1990.

B. MAJOR PROJECT ACCOMPLISHMENTS. POST OFFICE RELOCATION 1992/93 $280K; HIGHWAY SIDEWALK INSTALLATION 1994/95 $202K; 1997/98 REDEVELOPED BLIGHTED AREA IN DOWNTOWN AREA TO PREPARE FOR SENIOR HOUSING/LIBRARY SITE PLAN $200K; 2000/01 AIDED IN DEVELOPMENT OF LIBRARY SITE; 2001/02 PURCHASE DECAYING "COMMUNITY BUILDING" AND UPDATED TO KEEP IN PUBLIC USE FOR OUR COMMUNITY $100K . ASSISTED IN RECREATION CONCESSION BUILDING AT CITY PARK $15K; 2002/03 ASSISTED COMMUNITY CLOTHING TO RELOCATE TO DOWNTOWN AREA $35K, PURSUED PLANNING FOR AREA WIDE STREET SCAPE DESIGN $15K; 2003/04 PLAN AND FUNDED STREET SCAPE FOR DOWNTOWN AREA $600K; 2004/05 ESTABLISH PLAN FOR M-13 STREET SCAPE WITH CONSTRUCTION IN PHASED 2006/07/08 $1 MILL. PLUS.; 2008 FUNDED ENGINEERING FOR WEST 5TH. ST RESURFACING $15K.

THESE ARE THE MAJOR INVESTMENTS WE HAVE ACCOMPLISHED THAT DOES NOT INCLUDE MANY STUDY AND ENGINEERING COSTS COVERED BY THE DDA ON THE CITY'S BEHALF AND ALL BEAUTIFICATION PROJECTS SUCH AS DECORATIONS/TREES/FLOWERS ETC. AND STREET LIGHTING COST. WE HAVE ALSO SUPPLEMENTED THE CITY'S GENERAL FUND IN THE AMOUNT OF NEARLY $100K OVER OUR LIFE. THESE ARE THE HIGHLIGHTS OF OUR DDA.

C. LIFE EXTENSION QUESTION? WITH THE LIFE OF THE DDA SET TO EXPIRE ON 4-4-2010, OUR BOARD WOULD LIKE INPUT FROM THE CITY COUNCIL ON PURSUING EXTENDING THE LIFE OF THE DDA. THE PROCESS WOULD BE SIMPLE IF THE DDA DISTRICT IS NOT AMENDED AND WOULD TAKE ABOUT 90 DAYS FROM PUBLIC NOTICE TO ADOPTION BY CITY COUNCIL. THE DDA WOULD HAVE TO UPDATE ITS DEVELOPMENT PLAN IN THIS PROCESS AND PROVIDE NOTICE OF EXTENSION TO OTHER TAXING ENTITIES (DELTA AND BAY COUNTY) TO PROVIDE OPTION FOR PARTICIPATION.

NOTE THAT THE COUNTY GOVERNMENT HAS NOT OPTED TO RENEW ANY DDA TO DATE, BUT DELTA HAS. THUS WE WOULD STILL BE GAINING FUNDS FOR LOCAL USE BY RENEWING/EXTENDING THE LIFE OF OUR DDA. ALSO, MANY GRANT OPPORTUNITIES ARISE WITH MUNICIPALITIES WITH DDA'S THAT THE CITY ALONE WOULD NOT QUALIFY FOR IF IN FACT THERE WAS NO DDA ESTABLISHED.

The City of Pinconning has not asked for a DDA extension, the DDA has asked the City to consider an extension.
