Bay County Executive Jim Barcia has been elected to the Board of Directors of the County Executives of America, a non-partisan organization based in Washington D.C. and representing over 700 member counties with the executive form of government.

Mr. Barcia, 65, a Democrat, has served in the Michigan House of Representatives, the Michigan Senate, the United States House of Representatives, where redistricting eliminated his post, and then again the Michigan Senate, from which he was term-limited in January 2011.

He served as the 5th District Representative from Michigan, being elected to four succeeding Congresses from 1993 to 2003. On October 10, 2002, Rep. Barcia was among the 81 House Democrats who voted in favor of authorizing the invasion of Iraq.

Barcia attended Saginaw Valley State University, where he was student body president. He served on the staff of United States Senator Philip A. Hart of Michigan, 1971; community service coordinator, Michigan Blood Center, 1974-1975; and administrative assistant to Michigan state representative Donald J. Albosta, 1975-1976.

In recent years he was listed by the Livingston Group, Washington lobbyists and major fundraisers for Republicans and GOP organizations, as a senior counselor, a post he says he no longer holds.

The nomination and vote came during the organization's annual legislative round table and membership meeting recently in Washington D.C.

County Executive Rushern Baker III of Prince Georges County Maryland, former president of CEA, put County Executive Barcia's name forward and was seconded by Dan McCoy of Albany County New York. The board consisting of County Leaders from around the U.S. voted unanimously in favor of Jim's nomination.

Brian Hughes County Executive of Mercer County N.J. welcomed the addition of Barcia stating: "The addition of such an outstanding leader to the CEA team will only strengthen the organization and bring a strong voice for the people of Michigan to the nation's capital. We welcome his fresh ideas and vigor."

Mike Griffin, Executive Director of County Executives of America, said, "Jim brings the voice of Bay County to the collective chorus of over half the population of the U.S. As the saying goes, there is strength in numbers and his representation brings great strength."

President Hughes added: "Jim's tenure in the State legislature and his experience in Congress brings untold knowledge to our organization. Experience and knowledge, we need to further our efforts on behalf of the American people."

County Executives of America's policies are determined by the Board of Directors and directly communicated to the White House-Congress and the Agencies of the United States government.

County Executives of America is the only non-partisan association dedicated specifically to chief elected county officials. The organization's members include county executives, county judges, county mayors, parish presidents and borough presidents.

For over forty years CEA has existed to help county governments serve the American people in the most responsive, efficient way by acting as a national voice for county leaders and representing their interests before all levels of government.
