What's past is prologue, said Antonio to Sebastian in The Tempest by William Shakespeare, alluding to need for the future action and creating one of the greatest of theatrical metaphors.

So, too, can we apply such allusion to the need to recreate the past to enhance our economic future through recreational opportunities.

Paraleon Beach would again be a focal point for visitors to the Saginaw Bay area if Laura Ogar, Bay County Director of Environmental Affairs and Community Development, and Michael Seward, president of the Bay Area Chamber of Commerce can find a way to re-develop the historic site.

Early risers can become insiders in the planning for a better future for Bay County and the Saginaw Bay region by attending the Chamber's eye opener breakfast at 7:30 a.m. Tuesday at the Bay Valley Resort and Conference Center, 2470 Old Bridge Road. (Call 893-4567 for reservations)

David Birchler, of Clearzoning, Lathrup Village, who facilitated a planning meeting last week at the DoubleTree Hotel-Bay City Riverfront, cited "improved public access to Saginaw Bay" as one of the main goals of a proposed project to re-develop the 6.7 acre Paraleon Beach site at the foot of State Park Drive.

Kim Coonan, Bay County commissioner, says Duperon, Inc., is developing a machine aimed at filtering the murky water at the shore of Saginaw Bay and improve it for swimming.

Privately owned, Duperon Corporation was established in 1985 to address problems caused by water-borne debris. Founder Terry Duperon invented the Duperon® Self-Cleaning Trashrack (1979). "This technology is now a favorite for tough storm-water and flood control applications in North America and as far away as New Zealand," states the company website.

In 1995, Terry Duperon developed the 'FlexLink' and created the patented Duperon® FlexRake®, which is now used in more than 675 installations in municipal wastewater, industrial wastewater and open channel applications. This important screening technology has eliminated the need for confined space entries by engineering out submerged bearings and sprockets and has dramatically reduced maintenance for screen applications.

Coonan says there may be commercial value in the algae and other materials that wash up on the shore of the bay. While making the water difficult for swimmers, the materials may produce fertilizer or other salable products that could be used to support a regular cleaning process.

With a new Paraleon Beach public access site and improved water for swimming, county officials feel a new era in Bay City and Saginaw Bay recreation could be dawning.
