How about placing some responsibility on this segment of society that makes poor decisions??? We have created a society in which accountability at a personal level is, in many cases, non-existent.

WHAT?? How can the "economic elites" fix a society who behaves criminally and without morals?? Money has nothing to do with many of these imprisoned persons. Personal choices are made. Place the blame where it belongs.
